AB 665
Removes decades of safeguards that say a child can only “self-consent” out of home and into a government “residential shelter” to receive “mental health services” without their parents’ / guardians’ knowledge if they are the victim of abuse or incest, or a risk of harm to self or others.
Unintended Consequence
Guardrails removed so will remove due process of verification with or notification to the parents before children get placed in residential shelter services.
SB 407
Will disqualify over 60% of eligible foster families due to their religious beliefs, which preclude them from affirming a child’s gender identity and also those who would want to wait for the child to develop further develop.
Unintended Consequence
Will further complicate and create barriers to otherwise qualified and willing resource families to fostering needy kids. It complicates fostering by bringing the issues of gender affirmation and gender identification into the fostering requirements.
Will remove the due process of notification and hearing when name or gender change is submitted by a foster parent, ad litem, or other guardian.
Unintended Consequence
Parents won’t be able to find their children if they aren’t notified their child’s identifying information has been changed!
This bill would remove local school districts from the equation of deciding the best literature and curriculum for the communities served. Local school districts will lose their authority over curriculum and give all the power to the County Superintendent and California Board of Education.
Unintended Consequence
Will allow sexually suggestive and grooming content into school libraries in the name of diversity.
Mandates teachers to complete training on how to identify and profile students whose parents don't affirm their child's gender identity, identify and implement inclusive curriculum, and counseling services for LGBTQ youth.
Unintended Consequence
Will train teachers to profile and document parents based on their personal beliefs.

AB 957
Codifies (makes law) that affirming a child’s self-selected gender identity is always part of a child’s health, safety and welfare. AB 957 would compel courts, in deciding custody awards, to view affirming the child’s gender identity is in the best interests of the child.
Unintended Consequence
Courts will have to follow new criteria of “gender affirmation” as a health, safety, and welfare standard.

SB 1419 - Signed into Law
Health Information (Becker)
This bill would prohibit the representative of a minor from inspecting the minor’s patient record when the records relate to certain services, including medical care related to the prevention or treatment of pregnancy, as specified. This bill goes hand in hand with SB 866.

COVID19 Testing in Schools: COVID19 Testing Plans (PAN)
This bill from January 1, 2023, until January 1, 2026, will require the State Department of Public Health to coordinate specified school district, county office of education, and charter school COVID-19 testing programs that are currently federally funded or organized under the California COVID-19 Testing Task Force, as provided. The bill would authorize the department to provide supportive services, including technical assistance, vendor support, guidance, monitoring, and testing education, related to testing programs for teachers, staff, and pupils to help schools reopen and keep schools operating safely for in-person learning. The bill would also encourage the department to expand its contagious, infectious, or communicable disease testing guidance and other public health mitigation efforts to include prekindergarten and childcare centers, as provided. This shall remain in effect only until and as of that date is repealed.
*This is not required of private schools.

Confidentiality Of Medical Information Act: School-Linked Services Coordinators
This bill will change the California Medical Privacy act to authorize a health care provider or service plan to disclose your child’s medical information to a school-linked services coordinator.
line 23) The information may be disclosed to a school-linked services coordinator pursuant to a written authorization between the health provider and the patient or client that complies with the federal Health Insurance Portability and Accountability Act of 1996.
*This was amended to require parental consent prior to the sharing of medical information.

Development Of a State Immunization Registry (Weber)
Starting January 1, 2023, all vaccines administered in California will be required to be entered into the CA Immunization Registry (CAIR). Schools and other entities will have access to all vaccine records, rather than just those of their students/patients or the particular vaccines required for school. - Foundation for a Vaccine Passport system.
*The CCPA does not apply to nonprofit organizations or government agencies. So, there is no way for private consumers, nor undocumented immigrants, to opt out.

Physicians And Surgeons: Unprofessional Conduct (Low) - Signed into Law
This bill would designate the dissemination or promotion of misinformation or disinformation related to the SARS-CoV-2 coronavirus, or “COVID-19,” by a physician or surgeon as unprofessional conduct, allowing the Medical Board to take action against such physician or surgeon.
*Three legal suits have been filed to stop this bill from becoming law.

This bill would authorize a minor 15 years of age or older to consent to vaccines.

Law Enforcement of Public Health Orders (PAN)
This bill would instead require those sheriffs and peace officers to enforce the public health orders. By expanding the duties of local law enforcement, this bill would create a state-mandated local program. The bill would additionally prohibit state funds from being provided to any law enforcement agency that publicly announces that they will oppose, or adopts a policy to oppose, a public health order. The bill would, if funds are withheld, require those funds to instead be reallocated to the county public health department of the county in which the law enforcement agency operates for public health purposes.

This bill would require an employer to require each person who is an employee or independent contractor, and who is eligible to receive the COVID-19 vaccine, to show proof to the employer, or an authorized agent thereof, that the person has been vaccinated against COVID-19. This bill would allow for medical and religious exemptions.

This bill would add COVID-19 to the list of diseases for which a child must be immunized in order to attend school or daycare. This bill would also remove the personal belief exemption for any additional vaccine requirements added by the California Department of Health.

The bill would authorize a school-based health center to provide primary medical care (including immunizations), behavioral health services, or dental care services onsite or through mobile health or telehealth. School-based health centers shall collect and report data to the California Public Health Department. To integrate the school-based health center in the school or local educational agency’s community school model.
